Course Description:	This is a master level course focusing on the role of public administration in the policy process. This course is designed to acquaint students with the basic concepts needed to effectively administer public programs in the governmental, private and non-profit sectors. A key objective of this course is to examine the constraints on and the strategies of public managers in different political systems. Students should leave this course with an understanding of various approaches to motivating effective administrations, including administrative structures, motivating administrative personnel, creating efficient processes and incentives, and objectives/performance assessment.
Course Objectives:	(1) To introduce key concepts and models of public policy making as they relate to the theory and practice of public administration and organizational management. (2) To strengthen academic and interpretive skills needed by individuals to function as effective participants in the policy making process. (3) To develop appropriate thinking skills needed to critically assess and evaluate institutional performance.
